Leonida started with road trips. In LOVE magazine's Issue 27, reported by Outlook Respawn on 11 October, Rockstar North co-studio head Aaron Garbut said the research began with trips from Miami through surrounding towns and the Florida Keys to Key West.
According to the report, Garbut recalled filming the Everglades, downtown Miami and the beaches from a helicopter, and the team spent time with police officers and gang members to understand the area's contrasts.
The report names Leonida locations including Vice City, the Leonida Keys, Port Gellhorn, Grassrivers, Ambrosia and Mount Kalaga.
Rupert Humphries, Rockstar's senior vice president of narrative, said the studio avoids recreating specific political figures, events or movements and instead exaggerates issues such as conspiracy theories and culture wars, through election signs, robocalls, adverts, talk shows and pedestrian chatter.
